RC scanner does not recognize TYPELIB

Description
Resource scanner does not recognize TYPELIB. Dependency is not recognized and IDL is not compiled before the resource. Compilation of the resource fails because of missing *.tlb file.
Suggested fix:
tools\build\v2\tools\rc.jam- lines 106 and 113
- add
|TYPELIBafterRT_MANIFEST.
